a. Review and approve proposal by Gafcon, Inc. for suitability and assessment
review of Brawley’s Decommissioned Water Treatment Plant (WTP) for
development, demolition cost and required site improvements. Further authorize
City Manager to execute agreement with Gafcon Inc. for a not to exceed amount
