Imperial Irrigation District’s funding proposal under the Department of Interior, Bureau

b. Review and approve the Brawley Police Department to sign an amended State Plan of
Operation (SPO) with the State to continue our Law Enforcement Support Office
(LESO) Program. This program provides Department of Defense excess equipment to

c. Approve and accept $10,097 from the United States Department of Justice (DOJ),
Bureau of Justice Assistance (BJA) 2022 Edward Byrne Memorial Justice Assistance
Grant (JAG) for purchase of safety equipment (ballistic shields). Further approve
associated budget adjustments and authorize the City Manager or designee to execute

d. Discuss and approve acceptance of one-time grant funds provided by the High
Intensity Drug Trafficking Area to purchase Police detection canine and associated
expenses. This Police K9 will be trained in the detection of firearms and currency
providing the Police Department with a tool to deter violent criminal activity related to
drug smuggling and street level sales of narcotics in and around the City of Brawley.

e. Approve and accept by resolution grant award from the United States Department of
Justice (DOJ), Office of Community Orientated Policing Services (COPS), FY2022
COPS Hiring Program (CHP). This grant in the amount of $1,348,996 provides funding
for the hiring of five (5) police officers in an effort to increase the department’s
community policing capacity and crime prevention efforts. Further authorize the City
Manager and Police Chief to execute all grant agreements and other required

f. Discuss and approve first reading of Ordinance No. 2022- __ Ordinance of the City
Council of the City of Brawley amending Chapter 7 of the City of Brawley Municipal
Code and reenacting a new Chapter 7. The proposed Ordinance adopts new 2022
California Building Standards Code that becomes effective January 1, 2023, with
current 2019 California Building Standards Code no longer applicable to new permit
applications. In addition, further find this action exempt from Environmental Review
Under California Environmental Quality Act (CEQA) guidelines, Sec 15061(b)(3).

g. Approve and adopt Resolution No. 2022-__ of the City Council of the City of Brawley,
California, Approving the Local Roadway Safety Plan 2022 (LRSP). Prepared by STC
Traffic, Inc. towards the City’s goal to work with local safety partners developing a plan
to identify safety needs and solutions to reduce fatalities and injury collisions in the City
of Brawley. This plan also improves the City’s competitive position of grant funding for

h. Discuss and approve award of contract for project No. 2021-06 (Legion Street from
Highway 86 to Western Avenue) to Rove Engineering. Contract amount of
$1,040,591.50, with authorize 10% contingency in the amount of $104,059.15, for a
total project amount of $1,144,650.65. Further authorize the City Manager to execute
