proceed moving forward in the formation of a Community Improvement Committee.

protocol for Council Members to add items to Council Meeting agendas. Presented

c. Discussion and potential action to award contract to Layfield USA Corporation for
Project No. 2021-14 WTP Raw Water Storage Ponds Liner Replacement. Contract
amount of $1,298,721.00 with an authorize 10% contingency of $129,872.10 for a total
of $1,428,593.10. Further authorize the City Manager to execute all documentation
concerning this project. Presented by Rom Medina, Director of Public Works
Operations & Maintenance.

d. Discussion and potential action to approve amendment No. 1 of STC Traffic, Inc.
contract. Amendment increase of $4,127.50 for changes to the Caltrans application
submitted for preparation of Local Roadway Safety Plan to the Highway Safety
Improvement Program (HSIP) Cycle 11. Further authorize the City Manager to execute
all documentation concerning this agreement. Presented by Rom Medina, Director of
